In 2022, after documented evidence and reports dating back to 2008 were submitted to the Ministry of Justice and Public Security, a new trajectory began to take shape publicly. This was not a gradual transition, but a swift and calculated move into an entirely different sphere.

By 2023, the individual in question appeared on the streets in Fredrikstad city, distributing Socialist Left Party materials at kiosks and public spaces, preparing for a candidacy for the Fredrikstad Municipal Council under the same party. Simultaneously, he engaged with the Østfold Dialogue Forum, adding a religious and community dimension to his public presence.

Timing here is a critical analytical element. Salah Hassan Al Saadi and Qatranada Adnan Abdulhussein
The political and institutional engagement came after the documents had been exposed, not before. This demands a different reading of the scene: this is not a traditional political trajectory emerging from long-standing civic or ideological activity, but a repositioning that followed a sensitive disclosure.

The move into the party space, then the municipality, and then community dialogue platforms creates a symbolic safety net: a refreshed public image, visibility in the public sphere, and an institutional framework tightly linked to the individual. While this in itself is not a crime, it warrants scrutiny when it coincides with attempts to reshape the public image following a documented scandal.

By 2023, the individual in question was visibly active in public spaces, distributing Socialist Left Party materials at kiosks and community stands while preparing a candidacy for the Fredrikstad Municipal Council. He also appeared in photographs alongside party candidates and members, a calculated positioning that followed the disclosure and submission of documented evidence concerning prior human trafficking operations to the Norwegian Ministry of Justice and Public Security.

Staging a Public Profile: Titles Before Realities

By presenting himself as the holder of broad expertise and memberships in professional, artistic, and socially oriented organizations, a narrative was constructed that signals professional weight and extensive social presence.

However, a review of available documentation reveals no verifiable projects or concrete contributions supporting this claimed scope. Several of these affiliations appear to be formal designations used to reinforce an impression of legitimacy, rather than evidence of real and measurable activity.

It was also not clarified that his role in the municipal council is limited to that of second deputy member (2nd alternate), without a permanent seat or continuous representative mandate. The omission of this essential clarification contributes to inflating the perception of political influence and transforming a formal reserve function into an implied authority.

Community and Faith Forums: Membership Without Governing Authority

The affiliation with Al Ghadir Islamic Center in Østfold and participation in a regional interfaith dialogue forum were actively highlighted as evidence of broad community anchoring and social legitimacy.

However, membership in the dialogue forum is, according to its publicly available statutes, voluntary and open to eligible religious communities and organizations that support its stated values and pay an annual membership fee. It does not in itself confer administrative authority, executive responsibility, or decision-making power beyond ordinary member participation and voting rights at annual meetings.

In practice, the role was limited to representation without governing responsibility. Yet these affiliations were rhetorically elevated to suggest institutional weight and social authority, transforming a standard, fee-based membership into an implied marker of influence and formal legitimacy.

Use of Formal Position to Attempt Content Control

Upon the disclosure of documented smuggling operations, witness testimonies, and vindictive cases in which he used his wife to persuade the police of his narrative, he attempted to exploit his reserve position and organizational affiliationsand mislead the website host by presenting himself as an official authority to pressure the removal of content.

The website host rejected the request, which confirms that a symbolic role does not confer actual power, and that a reserve position cannot be converted into genuine institutional authority.

A Consistent Strategy

The overall picture reveals a clear pattern: not a single exaggeration, but a persistent practice in which titles, memberships, and public roles are strategically used to convey legitimacy.
Formal affiliations are transformed into protective shields, and representation is confused with power, while symbols are confused with substance.
Thus, the case is not only about past actions, but about an active method of managing a fabricated reputation, in which institutions, communities, and political structures are woven into a personal narrative of credibility and persuasion.

This is not about a person standing on a platform inside the Fredrikstad City Council chamber
The real question is: who has the moral and legal right to occupy such a position

When official documents, police reports, and verified testimonies reveal a recurrent pattern of crimes, including human trafficking, extortion, financial exploitation, threats, fabricated allegations, and manipulation of legal procedures, we are no longer facing isolated incidents, but a deliberate and continuous method

From Chicago, where his criminal record and possession of a valid U.S. Green Card were later concealed from Norwegian authorities, to Rome, where victims were trafficked into Norway via Gardermoen Airport in 2008, through Haugesund and Tysvær, and finally Fredrikstad, these were not merely places of residence, but successive arenas of repeated criminal conduct, escalating in sophistication

In Haugesund - Tysvær, the pattern escalated to direct violence and coercion
A documented incident involved threatening an Iraqi woman with a knife, followed by coordinated defamation that forced her to withdraw a lawsuit to protect her social standing
The same incident was then reused to fabricate accusations against other victims previously trafficked, later employed as a tool for extortion and coercion

In parallel, his deceptive actions extended to insurance fraud, including deliberately setting his own car on fire while falsely accusing another person, an act motivated by personal revenge and financial gain

Upon relocating to Fredrikstad, the same pattern of conduct re emerged.
A false burglary report was deliberately filed against a landlord, alleging unlawful entry into the property. However, forensic findings later confirmed that the so called “intrusion” coincided with a pre notified maintenance visit conducted by the landlord himself.
This incident was not an isolated claim, but a calculated attempt to weaponize law enforcement mechanisms falsely criminalizing an individual to inflict reputational and psychological harm, while reinforcing a carefully constructed narrative of victimhood.

Then came financial exploitation
In 2013, he was accused of embezzling 16,000 NOK from NAV
He was placed under police surveillance, which later revealed funds in his account.
Criminal proceedings were sidetracked through procedural manipulation, including claiming he did not understand Norwegian despite being a certified translator, leading to the quiet closure of the case after repayment.

More alarmingly, documented court proceedings reveal the instrumentalization of legal structures
With the involvement of police lawyer Hege Finsveen, fabricated complaints were initiated against victims, while his own role was obscured in official records, appearing only via his spouse, whom he positioned as a complainant while presenting himself as a witness
His spouse was repeatedly deployed within this framework, presenting threat and victim narratives, later contradicted by evidence, including knife attack allegations that collapsed under scrutiny

Court records further reflect coordinated false testimony constituting perjury, delivered knowingly and strategically
This was not a misjudgment under pressure, but a deliberate distortion of judicial processes
Courts ultimately rejected these claims, affirming the integrity of the judiciary despite sustained manipulation attempts

Across all locations, the same structure recurs:

  • A carefully constructed narrative

  • A calculated victim role

  • Institutions exploited as shields

  • Withdrawal when confronted with evidence

Each incident alone may cast doubt
Accumulated, they establish a pattern and practice
And a recurrent pattern is far more dangerous than any single act

Salah Hassan Al Saadi and Qatranada Adnan Abdulhussein

The danger lies not only in what occurred, but in what it signifies when the author of these acts assumes public office
Politics is not a platform, it is a delegated trust
One who has repeatedly used the legal system as an instrument of coercion cannot credibly be entrusted to influence it

By 2023, it was acknowledged within the Socialist Left Party that candidate backgrounds were not meaningfully vetted
At that point, the issue ceased to be individual and became institutional failure

The present reality is stark:

An individual linked to documented acts of human trafficking, threats, fraud, false reporting, financial exploitation, and manipulation of legal procedures now occupies a decision making position in Fredrikstad

The issue is no longer the dangerous past
The issue is its institutional disregard

In a state built on transparency and the rule of law, it is not enough to ascend the podium
One’s record must be clean enough to represent the institution and not burden it

Office does not erase a record
A raised voice does not silence the truth
Accountability is the last defense of public trust.

In 2023, all images, documents, and evidence related to smuggling operations dating back to 2008, documenting a complex network of human trafficking and legal manipulation, were submitted to the Storting, the Socialist Left Party, and the Fredrikstad municipality as a formal notification prior to the election. The material had already been made public and accessible to the general public. This step followed instances in which certain police personnel reportedly provided undue protection and support to key members of the network, allegedly due to personal relationships with some individuals involved.

Today, this individual serves as the second deputy (2. vara) to the Fredrikstad City Council, representing the Socialist Left Party (SV) for the 2023–2027 term. Despite past controversies, he has adopted a new strategy of influence and manipulation, exploiting perceived weaknesses within the Norwegian legal framework while taking advantage of the goodwill and openness of the local community. Salah Hassan Al Saadi and Qatranada Adnan Abdulhussein

Information indicates that this individual and his associates were previously linked to networks involved in human trafficking and systematic deception, exploiting vulnerabilities within Norway’s administrative and legal systems. They also attempted to build ties with local authorities and municipal representatives to secure legitimacy, reduce scrutiny of their activities, and maintain control over individuals who had previously been trafficked. Reports suggest that during these operations, they pressured victims for additional payments while benefiting from informal protection and support from certain elements within the Fredrikstad and Oslo police.

According to official records from Brønnøysundregistrene, this individual is registered as the owner of two sole proprietorships (enkeltpersonforetak) in Fredrikstad:

  • Al-Saadi Tolk, listed as a translation services business.

  • Al Nahrein Internasjonal Matbutikk, registered as a grocery store.

However, neither entity shows any publicly available financial statements or reported income, and there are no signs of employees or active operations. Both businesses are registered at residential addresses rather than commercial premises, suggesting that these enterprises exist primarily on paper rather than as functioning operations.

Conclusion:

Official data reveal a near-total absence of genuine economic activity. The registered businesses appear to serve mainly as facades, designed to create an illusion of professional stability and financial independence. The apparent purpose is to present a legal and legitimate image to individuals, institutions, and municipal authorities, an impression not supported by any verifiable records.

Analysis of Claimed Professional Profile and Business Activity

Based on publicly available profiles, including LinkedIn, this individual presents himself as a civil engineer specializing in infrastructure, transportation, and water and environmental technology, holding a bachelor’s degree from Østfold University College and reporting collaboration with Sweco on a sustainability project in Sarpsborg.

He also lists himself as a deputy member of the Fredrikstad City Council and the Urban Development Committee for the 2023_2027 term, and as managing director of Al Saadi Tolk, a company offering translation services.

Additionally, he highlights membership in several art and cultural organizations, such as the Norwegian Visual Artists Association (NBK), Østfold Art Center, Fredrikstad Art Association, the Iraqi Artists Union, and the Norwegian Film Directors Association, suggesting a multidisciplinary and creative engagement.

It is important to note, however, that these memberships do not appear to be linked to documented projects or contributions, and may be largely symbolic. Publicly available information does not indicate substantial or active professional or economic engagement corresponding to the scale suggested in these claims. Salah Hassan Al Saadi and Qatranada Adnan Abdulhussein

This pattern may reflect a strategy of emphasizing affiliations to create a positive impression of professional and social involvement.

Clarification Regarding City Council Membership

Official and party records indicate that this individual is not an active or directly elected member of the Fredrikstad City Council. Documents from Fredrikstad SV confirm that he is listed as a second deputy member to the city council and first deputy to the planning committee. As a deputy member, he does not hold a permanent seat but may be called upon in the absence of regular representatives.

Portraying oneself as an active or elected council member can therefore be misleading, as it may create an inflated impression of political influence and standing.

Religious and Community Engagement

Official records show that this individual is listed on the Dialogforum Østfold website as a representative of Al Ghadir Islamic Center in Østfold, a local interfaith dialogue forum. His role appears to be that of a participant representing a local center, rather than holding an authorized leadership or administrative position.

This distinction suggests that while he participates in community and religious forums, public perception of his influence may be greater than the scope of his actual responsibilities.

Professional Representation

The individual presents himself on professional platforms such as LinkedIn as a member of the city council without clarifying that his role is limited to that of a deputy (substitute) member, rather than a permanent or active member. Such representations are deliberately intended to create a misleading impression regarding his level of authority and public responsibilities.

This archival image from Google shows the individual linked to an address and names associated with artistic activities. However, after the trafficking network and related events were exposed, the information was altered, and even the address was later changed as part of a deliberate attempt to erase his past and conceal his connection with the activities coordinator.
It is noted that the email address shown in the Google archive (salahart@gmail.com) is the same one this individual claimed belonged to his wife, asserting that the victims had contacted her through it a claim that police attorney Hege later attempted to support and present as credible, but in vain.

The photo shows the Socialist Left Party candidate for 2023, the second deputy member of the Fredrikstad Municipal Council, and a participant in the Dialogforum Østfold, pictured in Rome in 2008 alongside the coordinator of migrant smuggling operations from Rome to Norway.

Far from any role in interfaith dialogue or representing a civilized community, his behavior was exploitative and abusive: he used migrants’ documents as leverage, leveraged his connections with the police to threaten and pressure victims, and left behind a criminal record spanning from Chicago to Tysvær and onward to Fredrikstad, creating a trail of severe harm and injustice to citizens and innocent individuals without any legal or ethical justification.

Many pieces of evidence and documents, along with audio testimonies from residents of Fredrikstad, Haugesund, and Tysvær, concerning the alternate city council member, have been preserved, and what is presented here to the public represents only a small fraction of the complete truth.
